About the Founder and CEO

Lloyd Whitman, PhD

Founder and CEO of Whitman Advisors LLC

Lloyd established Whitman Advisors LLC in 2024 out of a desire to share with others the wisdom and insights acquired during a distinguished career serving in leadership positions across the US innovation enterprise managing science and technology (S&T) research and development, policy, and strategic planning.

Lloyd supports the Atlantic Council as a Non-resident Senior Advisor and Fellow for Science and Technology Policy, having previously served as the senior director of the Council’s GeoTech Center.

During his federal career, Lloyd served at the National Science Foundation as Assistant to the Director for Science Policy and Planning, where he worked closely with the White House to promote US leadership in emerging technologies. He held senior positions at the White House Office of Science and Technology Policy in both the Obama and Trump administrations, including as the Principal Assistant Director for Physical Sciences and Engineering, overseeing national initiatives and strategic planning for advanced manufacturing, advanced materials, nanotechnology, STEM education, technology transfer, and more. Whitman has also held leadership positions at the National Institute of Standards and Technology in the US Department of Commerce, including as Chief Scientist and the Deputy Director of the Center for Nanoscale Science and Technology.

Whitman began his career as a research scientist at the US Naval Research Laboratory, where he led an interdisciplinary research program at the nexus of nanoscience, biotechnology, and microsystems, and advised on a wide range of S&T program and policy issues throughout the US Department of Defense. He has over 160 publications and patents associated with this research.

Whitman has a ScB in physics (with honors, cum laude) from Brown University and MS and PhD degrees in physics from Cornell University.
